How Mission Australia Early Learning digitised compliance and protected child safety with Quartex

The challenge: protecting children, proving compliance

Mission Australia Early Learning (MAEL) is a national not-for-profit provider offering Family Day Care (FDC), kindergarten, and out-of-school care services across Australia. As part of their duty of care under national legislation, MAEL must verify that all FDC educators—and every person over the age of 18 residing in or visiting their household—holds a valid Working with Children Check (WWCC).

The problem? Their previous software couldn’t track household members, and critical WWCC data was buried in filing cabinets, spreadsheets, and disconnected systems. This created significant governance risk, inefficiencies in board-level reporting, and limited MAEL’s ability to respond to department investigations.

The solution: replacing manual chaos with digital oversight

Leveraging their existing relationship with Quartex, MAEL expanded their use of Quartex’s site access & onboarding solution to digitise contractor compliance across their FDC network. The contractor management system (CMS) replaced manual processes and enabled real-time oversight of qualifications, WWCC records, licensing, and site-specific documentation.

With the site access & onboarding solution, MAEL was able to:

  • Track and verify WWCCs for educators, household members, and regular visitors
  • Capture key information such as pool fencing, vehicle registration, and property safety
  • Enable instant access to documentation for audits or department investigations
  • Apply flexible access permissions to protect privacy and meet policy requirements

The impact: digital governance with human impact

The platform has empowered MAEL to uphold its legal obligations and child safety standards without overwhelming their lean administrative team. Authorised staff can now instantly pull documentation needed to demonstrate compliance—removing the risk of being found in breach or having their quality rating downgraded.

Just as importantly, Quartex’s site access & onboarding solution has become a vehicle for connection and professional development. Educators now receive digital training through Early Childhood Australia and bespoke MAEL content hosted on the platform.

The results: confidence in every household

  • Real-time tracking of qualifications and compliance records
  • Remote access to documents for regulatory audits and board review
  • Structured governance that satisfies national legislation and internal policy
  • Improved educator engagement and digital learning access
  • Minimised legal risk and improved brand trust with parents and communities

Ultimate peace of mind

MAEL’s partnership with Quartex’s site access & onboarding solution has delivered more than operational efficiency—it has safeguarded the reputation of the organisation and reinforced its commitment to child protection and educator development.

“The platform has provided us with an opportunity to engage with our Family Day Care educators and presents us with the ability to measure and assess knowledge of our contractors.”
